May 22, 2007

I.          Call to Order: The meeting was called to order by President George Weeks at 5:45 pm.

 

II.         Approval of Minutes- April 24, 2007: A motion by Charles Sommers and a second by Dave McIntire to approve the minutes of the April 24, 2007 WIB meeting was offered. The minutes were accepted by a unanimous vote of the WIB.

 

III.              Grant Approvals: The staff presented three grant opportunities to the WIB approval.

a.   Youth: The Maryland legislature has provided funding to the Workforce Investment Areas to provide a small number of youth a supervised work experience. The youth do not have to meet the eligibility criteria of the federal Workforce Investment Act. The grant amount is $ 5, 998 and the funds must be expended by September 30, 3007. A motion was offered by Royce Sampson and a second was provided by Phil Bramble to accept the $ 5,998 for subsidized employment opportunities for youth. The motion passed unanimously.

 

b.   Maryland Business Works: Employers can train existing workers through the Maryland Business Works program. Employers must be Maryland based, for profit or private non-profit companies and pay 50% of training costs. Employers apply for Maryland Business Works funds on a project by project basis. Employees who are trained with the funds must be full time employees with benefits. The initial allocation of Maryland Business Works funding for the Upper Shore is $ 13, 189. Additional funding is available from the Department of Labor, Licensing and Regulation on a first come first served basis. A motion was offered by Charles Sommers and a second was provided by Stan Hutchison to accept the $ 13,189 of Maryland Business Works funding. The motion was accepted unanimously.

 

c.    Statewide Training: The Upper Shore Workforce Investment Board has an opportunity to receive some funding that was not expended in another Workforce Investment Area. Fifty percent of the funding must be spent on training services for adults, dislocated workers and youth. The remaining balance may be used to provide intensive and core services for the Workforce Investment Act participants. The funding level is $ 100,000. A motion was offered by George Weeks and a second was provided by Dave McIntire to apply for and accept the $ 100,000 grant. The motion was accepted unanimously.

 

IV.        Budget 2007-2008: The staff distributed and discussed a matrix that provided details of the 2007-2008 WIB budget. The budget was presented in a format that shows the allocation of funds between salaries and benefits, core, intensive and training services. A motion was offered by Charles Sommers and a second was provided by Dave McIntire to accept the budget as presented. The motion was accepted unanimously.

 

V.         Announcements: July 13, 2007 was announced as the date for the Annual WIB Social was announced.

 

VI.        Executive Session: Executive Director Status: The WIB convened in an Executive Session to discuss the employment contract of the Executive Director. The WIB directed WIB President George Weeks to send a letter to Stuart Bounds, President of Chesapeake College, outlining the Executive Director’s compensation for 2007-2008. The WIB returned to its regular session.

 

VII.       Adjourn: A motion was offered by George Weeks and a second was provided by Charles Sommers to adjourn the May 22, 2007 WIB meeting. The motion was accepted unanimously.
