28, 2004 Meeting called to order @ 5:19 p.m. Attendees:
Board Members: Bob Brannock, Gil Cephas, Beverly Churchill, Sue Cinchetta, Roger Clark, Lynn Cusimano, Hoyt Heinmuller, Stan Hutchison, Keith LeCates, Dave McIntire, Royce Sampson, Dale Spencer, George Weeks. Staff: Dan McDermott, Brenda Marzucco, and Glorya Cowley. Previous Minutes: Motion was made by George Weeks, and seconded by Beverly Churchill to accept the minutes from the June 1, 2004 meeting as presented. Motion passed. Officer Election: Motion was made by Dave McIntire, and seconded by George Weeks to accept nominations as listed in memorandum with the exception that Dale Spencer will serve as a private sector representative on the Steering Committee, replacing Sue Cinanchetta. Motion approved. Letter: Dan McDermott suggested that a letter be drafted for President Heinmuller’s signature to be sent to Board members who do not attend meetings on a regular basis asking the members to evaluate their commitment to the Board. Rapid Response Grant The Board was asked to concur with the ConAgra Rapid
Response application to DLLR for $30,000.00 presented by Dan McDermott.
Motion was made by George Weeks and seconded by Royce Sampson.
Motion passed. Job Search Contract The WIB staff asked for the WIB concurrence for the services of providing job search classes/workshops for the QADSS Food Stamp Employment and Training Contract, with QADSS providing $11,500.00 in funding for the contract. Motion was made by Dale Spencer, and seconded by George Weeks. Motion was passed. Labor Market Information Included in the meeting packet were examples of information available from the DLLR Information Center. Anyone interested in obtaining any of the information should contact Dan McDermott. Executive Director Evaluation Process The Steering Committee will develop an evaluation tool and process, which will report back to the Board for full concurrence. DLLR and WIB Consolidation Dan McDermott updated the WIB on the ongoing discussions
with the Department of Labor, Licensing and Regulation (DLLR) concerning the
consolidation of Job Service into the WIB. Currently,
DLLR is using a guidance model as defined in Title three of the Workforce
Investment Act. The salient points of the discussion are summarized below. •Waiver
possibility is a separate issue from the Guidance Model. •WIB-Executive
Director-State Relationship: USWIB role is defined and therefore, DLLR must work
with the WIB on Guidance issues rather than exclusively with the Executive
Director. •Continue to evaluate the guidance model as issues are clarified by DLLR Announcements 1. Governor’s Workforce Conference: being held November 15, 2004 at the Johns Hopkins University Applied Physics Laboratory in Laurel, MD. Please contact Dan McDermott if interesting in attending. 2. USWIB and USMBC annual breakfast will be held on November 3, 2004. An invitation will be mailed shortly and the WIB will pay for any member who wishes to attend. 3. NAWB Forum: March 3,4,5, 2005 in Washington, DC. WIB will pay all expenses associated with attendance. Further information will be forthcoming in a few weeks. 4. Shore Leadership Award: On September 23, 2004, the WIB was honored at the Shore Leadership meeting with a leadership award for the Black and Decker effort. 5. NEG Monitoring: On September 20,21,22, 2004, US Department of Labor came to the WIB office to monitor the implementation and documentation of the Grant that was utilized to assist workers from Black and Decker. After the monitoring was complete, one of the Government personnel commented that this was the best project she has ever seen. A motion was made by George Weeks, and seconded by Keith LeCates to adjourn. Motion was passed, and meeting was adjourned at 7:00 p.m.
