New Members
Four new members have been appointed to the Board by action of the counties at the request of Workforce Investment Board President, George Weeks. Gabrielle Gallegos by the Caroline County Commission, Diedra Bell by the Talbot County Council and Charlie Sommers by the Kent County Commission and E.C. Townsend by the Division of Rehabilitation Services. Gabrielle, Diedra and Charlie will be representing the Private Sector.
Previous Minutes
Motion was made by Dave McIntire and seconded by Beverly Churchill to accept the minutes from the September 27, 2005 meeting as recorded. Motion passed.
Workforce Issue Survey
The Upper Shore Workforce Investment Board, the Mid Shore Regional Council and the Talbot County CEO Roundtable implemented a survey last summer that gauged employers’ perception of workforce issues. Dr. Memo Diriker of the BEACON Center at Salisbury University was the chief researcher for the project. Dr. Diriker’s presentation centered on the results of the local survey gauged against similar data averages for the nation as a whole. Several members found Dr. Diriker’s results to be an accurate description of characteristics that employers find in the workforce. Of particular importance and concern to the members were the findings related to attendance and drug and alcohol abuse.
The staff will present the program components that have been put in place to address the workforce issues studied by Dr. Diriker. The staff will make the presentation at the next WIB meeting which is scheduled for March 7, 2006.
Financial Position Report/Fiscal and Program Controls
Dan McDermott briefly reviewed the WIA Grants Summary prepared by the Chesapeake College Grants Accountant that shows the status of Workforce Investment Board funds as of October 31, 2005.
Dan also explained the control methods in place to protect USWIB and Chesapeake College from any improprieties in uses of the WIA Grant money. Methods used:
