Minutes
November 28, 2006

The meeting was called to order at 5:40 pm
with Vice President Beverly Churchill presiding.
Introduction of new members
Connie Overington was introduced. Ms.
Overington is a Caroline County Private Sector representative and is appointed
to a term ending June 30, 2009.
Larry Effingham was introduced. Mr.
Effingham is a Talbot County Private Sector representative and is appointed to a
term ending June 30, 2007. Mr. Effingham is replacing Hoyt Heinmuller.
Recruitment status:
Dale Spencer a Queen Anne’s County private
sector representative has resigned. Talbot County private sector recruitment is
continuing.
Minutes
The minutes from the September 26, 2006
meeting were presented for acceptance:

Acceptance was unanimous.
Closed Session recommendation from May 23,
2006:
The recommendation on the employment status
of the Executive Director including salary was presented for acceptance.

Second: Charles Sommers
Acceptance was unanimous.
Performance Data for Program Year 2005
Mr. McDermott presented to the Board the
results as reported to the Department of Labor. The Upper Shore continues to
struggle with meeting the wage gain measures set by the Department of Labor.
New common measures for 2006 were discussed. Common Measures will result in
fewer measures and eventually will be common to the partners in the workforce
investment system.

Upper Shore WIB Conflict of Interest
Statement
Local governing boards (i.e. county
appointing committees) are responsible for maintaining ethics reporting. More
information will be forthcoming after we meet with the newly elected officials
in each county.
Parole and Probation Pilot Project in
Federalsburg
Review of the plan to provide job-connecting
skills to selected parole and probation individuals: dependable strengths,
resume, interview, job application skills. This training is hoped to prepare
these individuals for job matching to some selected employers in Federalsburg.
Local Election Recap
Members should determine how and when
outreach to the new county commissions will take place.
NAWB Conference
The annual National Association of Workforce
Boards conference will be held in Washington DC on February 25, 26 and 27, 2007
