Requirements
Adults |
|
- Must be 19 or older; and
- Income must be less or equal to 200%
of the poverty level; and
- Assessed as being deficient in
workplace literacy skills; and
- Unemployed, but still in the labor
force (actively job searching); and
- Could benefit from services

| Incumbent Workers |
|
- Must be 18 or older; and
- Income must be less or equal to 200%
of the poverty level; and
- Inability to maintain employment (more
that one job in last year); and
- Currently employed; and
- Could benefit from services.

| Dislocated Workers |
|
- Must be 18 or older; and
- If working, current wage rate must be
less than or equal to 80% of former wage rate; and
- Dislocated status must be result of
layoff, or other dislocated reason, i.e., displaced homemaker; and
- Could benefit from services

| Youth (18-21
years) |
|
- Income less than or equal to 70% of poverty
level; and
- Youth has one additional *barrier
to employment; and
- Could benefit from services

|
*Additional barriers for
Youth
- One-parent household;
- Listed on Tanf/Food Stamp Grant;
- Lives in "hot spot" area;
- English is second language;
- Is participating in a community mentor
program;
- Is at least 16 years old and is a high
school drop-out.
